SUBJECT: Application of adhesive film on the windows of vehicles

Received requests for clarification by the provincial offices of
Motors, on the application, in existing vehicles, films
stickers on windows of vehicles.
In this regard, we observe the following.
The matter is not regulated by international standards, or by Community rules
requiring the approval of such films as entities independent technical. nor
are being studied, both in the international community, specific legislation in
so.
However, within the European Economic Area, some countries have
adopted national legislation governing the approval of those films as well as' the
their installation on the windows of vehicles.
The Italian State, however, has decided not to adopt national standards, referring the
regulations concerning the possible adoption of EU legislation.
No doubt, however, that according to the principles of free movement of
goods, as established by Art. 28 of the Treaty, can not be
Accepted films applied to the rear side windows and rear windows of vehicles
adopted by other Member States of the European Community or acceding to the space
European Economic and subject to considerations of the fields of vision provided by
rules.
Consequently, during the visit and review evidence that if
reported the application of these films, must be checked:
1) that the film bears the mark of the manufacturer's identification
films themselves;
2) that these films have been approved for the glass on which were
applied. To do this will be presented a certificate of approval
established abroad, which shows that the films were mounted
approved for the specific type of glass which have been applied.
The installer must certify that the glass of an approved type of course, has
thickness anticipated in the approval of films.
On the basis of the provisions contained in Directives 92/22/EEC (glass
Safety), 71/127/EEC (mirrors) and 77/649/EEC (field of vision
earlier) is not 'allowed the application of film discourse in' on
windshield ne 'on the front side windows in addition, the application on the rear window, and'
permitted only on condition that the vehicle is fitted with external mirrors on
both the sides.
E 'hardly necessary to point out that the application of adhesive films on the windows of
vehicles does not update the registration certificate in accordance with art. 78
Highway Code.
